O Açude Castanhão (oficialmente Açude Público Padre Cícero) é uma represa brasileira construída no leito do rio Jaguaribe, no estado do Ceará. Está localizado em Jaguaribara, embora atinja outros municípios dadas as suas grandes dimensões. O Castanhão é atualmente o maior reservatório de água doce do Ceará. A seca sempre foi uma paisagem recorrente no Nordeste Brasileiro. Chão rachado, gado magro, poeira na estrada carroçal, elementos que se misturam ao sofrimento do homem sertanejo em sua busca, ao longo dos séculos, por água e sobrevivência. Uma antiga profecia já dizia, “o sertão vai virar mar”, e o homem seguiu guiado pela fé, que trouxe um “mar” para o sertão. Quem sabe esse “mar” pode ter parede, barrar a água que teria outro curso, trazendo esperança e subsistência. Esse “mar” poderia ser talvez o maior açude público da América Latina, o nosso Açude Castanhão. Desde os tempos imperiais, as secas do Nordeste já eram consideradas um problema grave. Iniciou-se então, a política de Açudagem, quando Dom Pedro II, sensibilizado com os efeitos da seca, decidiu enfrentar o problema autorizando a construção do Açude Cedro, no município de Quixadá, no Ceará. Tudo isso aconteceu no final do período imperial, estendendo-se pelo período da república. A política de açudagem era uma das maneiras buscadas pelo governo para mitigação do fenômeno da seca. Devido a essa política, se intensificaram no Ceará a construção de pequenos, médios e grandes reservatórios. No entanto, a história do maior reservatório do país, a barragem Padre Cícero, popularmente conhecida como Castanhão, começou nos idos de 1910, quando iniciaram-se os estudos geológicos e topográficos para a construção do açude, pelo Departamento Nacional de Obras Contra as Secas (DNOCS), na época Inspetoria de Obras Contra as Secas (IOCS). Erguido sobre o leito do rio Jaguaribe, no estado do Ceará, o açude está localizado em Jaguaribara, embora atinja outros municípios. A obra foi iniciada em 1995, durante o governo de Tasso Jereissati, e concluída em 23 de dezembro de 2002, pelo governador Beni Veras (PSDB), em uma parceria entre DNOCS e Secretaria de Recursos Hídricos do Ceará (SRH-CE). Durante a construção do açude foi preciso remover a antiga sede do município de Jaguaribara. Em substituição ao município que ficou submerso, foi construída uma nova cidade de Jaguaribara. Vale ressaltar que a nova sede do município tem réplicas da antiga sede, como a igreja matriz e a igreja do Poço Comprido, antigo distrito do município, conforme informa o Instituto Brasileiro de Geografia e Estatística (IBGE). Segundo a publicação Evolução da Obra do Açude Castanhão, de 1982 a 1984, como parte integrante da Transposição de Vazões do Rio São Francisco para as regiões semiáridas do Nordeste, o IOCS encomendou os estudos preliminares do projeto da barragem. Em 1985, foi elaborado o anteprojeto. Ao Consórcio Hidroservice-Noronha, coube o trabalho, acertado em contrato firmado com a autarquia, de elaborar os projetos básicos e executivos. Em novembro de 1995, a empresa Andrade Gutierrez S/A, detentora do contrato, iniciou, com fiscalização direta do DNOCS, os serviços de construção da Barragem. De maio de 1996 a agosto de 1997, realizaram-se as escavações em rolo e rocha para a implantação do vertedouro. Quando os trabalhos de escavação foram concluídos, em setembro de 1997, foram iniciados os trabalhos de concretagem das estruturas do vertedouro, que se desenvolveram até sua conclusão, em outubro de 1999. De acordo com a Prefeitura de Alto Santo, a Barragem Castanhão foi inicialmente pensada pela família Cunha, principalmente pelo Sr. José Holanda Cunha, figura bastante conhecida na época e que comandava a oligarquia da região.
