Telling a city that they are too worthless to be bombed by terrorists is one of the sickest burns ever, and the Joe Frazier/Rocky observation is actually incredibly astute.

The fact he came into a hostile crowd and came up with all this shit on the fly is insane. Ripped the entire city apart and got the only laughs of the night. This alone turned bill into a legend.
